Q.Soapy Water for Hibiscus Leaves?

I found what looked like dark brown on my new buds on my Hibiscus plant and when I rubbed it, it mashed like a bug/wet powder. I also saw very tiny white looking dots that were not part of the leaves. I could move them to the side. What type of soapy water should I use on them and is this the best cure?

I would suggest using neem oil on the plant. It is effective for treating numerous pests, especially those that commonly attack hibiscus--like aphids, scale, whiteflies, mites, and thrips. Here is more info: https://www.gardeningknowhow.com/plant-problems/pests/pesticides/neem-oil-uses.htm
