Some seeds float to the surface of the water and some remain submerged. Are the floaters keepers or no good?

It is said that seeds that float are not viable. It's a beautiful theory, however, it is not fool proof. I came across many in forums who planted floaters and they germinated. I would plant all your seeds. You have absolutely nothing to lose and everything to gain.
