Soak Bareroot Inside Or Outside

Question

I just got to Bare root Rose bushes. The instructions are to soak them in water for 48 hours. Do I soak them inside the house in the bucket or outside the house in the bucket. I do not have the soil prepared yet as it snowed yesterday. I’ve never done this before..
