small white objects falling off gum tree

Living in Sydney, our lemon scented gum (Eucalyptus citriodora) has recently started to drop very small white objects (like a cocoon of a very small insect). It's too tall to see what's happening up there. Do you know what is causing this?

I believe this to be from the Gum Tree Scale.
