Would it be better cut down to the size of the bushes next to it?

I can't tell what kind of bush that is from the picture, but usually it is better to replace it with a plant that will remain small enough for the area. It is much harder to maintain a shrub in the wrong spot than it is to maintain one in the correct spot, so choosing a different shrub will offer the best aesthetics.

That isn't to say that you can't keep it trimmed down low, but it may not look its best.
