Small Green Moss on Crape Myrtle

I have a crape myrtle in my front yard that is approximately 10-12 feet tall. All of the multiple trunks have a small green moss-like growth on them. I have sprayed the tree several times with a fungicide, but this is still on there, in addition to black soot on the leaves. Is my tree ok? What should I do for this tree? Our tree was planted by the developer when our home was built 3 years ago.
