Small Greenhouse for Seed Starting

I’m wanting to build a small seed starter greenhouse for planting tomato seeds so when the weather is okay for planting I will have plants and don’t have to buy them. I have some 1/4 inch amber poly glass. Can I build a box and put the amber glass on top to use as a small greenhouse, or do I need to use clear glass?
