I want to promote more vine growth in my wisteria and wonder if removing the seed pods will achieve that.

You can remove them or leave them. Either way will not hurt the plant nor affect its growth. You can coax its growth by adding a bit of balanced fertilizer, though these plants usually don’t require much in this department.
