Yes, you can plant them around the tree. Many plants are grown this way and most are perfectly at home beneath trees. I would suggest planting them carefully though, so as not to damage any of the tree’s root system and allow a couple inches of space between the plants and the tree trunk. For shrubs, I would plant a little further away.
