shrubs dying

I fertilized my ligustrium with fertilome a month or so ago. Since that time, the leave have start turning brown from the inside of the canopy, and some outside canopy. It may have been over fertilized. How can I save the large scrubs. I thought maybe to rake all soil from around tree root and perimeter?

Review the fertilizer schedule in the link below and compare with the applications you made to your shrub.
You can try flushing the area and pruning out the damaged plant material.
