shrub/hedge control during the summer

Question

We used to be lucky to have someone attending to our garden but not anymore, so are having to do it ourselves. We have left things to get out of hand and now our forsythia hedge, lavender and rosemary bushes are going mad. I need to cut them back but also am worried about cutting back flowering elements as I want to encourage bees to the garden. Can I cut back now at the end of June?
