Shrub, Grass Or?

I’m in 89301 zip. I believe zone 5. I want a high desert plant I don’t have to worry about which will get about 7 or 8 ft that I can plant as privacy screen. A grass or Shrub of sorts maybe?

If you choose to do anything in container, I would recommend choosing a plant for zone 4. This is due to the container's lack of protection from the elements.
