Q.Shrub Disease/ Fungus?

I had two bushes die of this last year and now 5 more are looking poorly in my garden (see photos)… I sprayed last year with a general fungicide multiple times, apparently that didn’t do it – any suggestions on how to get this under control?

Yes ,this is most certainly an infection. I would, along side treating the top, also treat the soil. You can do this with wettable sulfur. Just be sure to add some dolomitic lime, so that by the time that it breaks down it will repair the pH from the sulfur after it kills off the infection.
