Should you pull of the tops of garlic before it seeds out?

My garlic has spread all over and I want to control it. Should I be pulling the tops off before they seed out?

I’m new to garlic growing…but I’ll share what I’ve learned from other forums… at this time of year I think you should be looking to lift the bulbs ready for drying… (did you start from seed or cloves?). Generally you lift the bulbs when the green stalks start to fall over and wilt – but yes, before they start to show seeds – I’m in Southern Ontario and I’ll be lifting mine this weekend. I’ve never heard of pulling the tops off….Are you a first-timer like me?
