A gopher cage would be a good idea. Choose a larger size that allows for some root growth before the roots grow through the cage and into gopher inhabited territory.
I don’t have personal experience with dwarf hyssop, so I searched plant lists for gopher resistant plants and hyssop was not there. I do have experience with California gophers and I agree with this statement: “Gophers may eat just about any plant if they are hungry enough. When in doubt, cage the roots of your plants.”
