Q.Should I Mulch A Peony Hedge Row That Had Fungus

my peonies had a severe fungus this year. I have cut down all the foliage and disposed of it. My question is whether to mulch the bed with leaf mold; I’m not sure if the fungi will overwinter in the ground more profusely if it is covered; or should I leave it bare

Since you removed all the dead foliage, it should be fine to mulch, especially since you are in a cold zone.
