Shade + No Rhizomes + Repels Snakes And Mosquitoes + Ground Cover

A challenge for you. I’m looking for a unicorn! I keep finding conflicting info online about shade/no shade, invade/do not. Can you give me any suggestions? I need plants that: 1) Keep away voles 2)Keep away snakes 3) Keep away mosquitoes 4) grow in full shade (under deck) or some morning light (next to house) 5) for under the deck ideally could act as ground cover so some spreading is good but not invasive via underground roots. I’m in Raleigh NC. Any thoughts?

This may be an impossibility, unfortunately. YOu may be able to plant a few plants, together, to achieve the desired effects, though, you may run into issues of finding full shade plants.
