Unfortunately, scale is quite persistent! I would make sure to scrape off as much as you can, and you may even wipe the plant with a soapy water mix on a rag before treating with the insecticides of your choice. Unfortunately, I cannot recommend specific products, but I can say that there are several systemics on the market that you can find with some searching on the web.
The important thing will be to wipe the stems of everything in order to remove any eggs and left behind specimens. This will help to prevent any comeback. It will have to be done often, though.
