Saturn Peach Tree Problem

I live in central Arkansas and have a Saturn Peach tree that is about 7 yrs old. My fruit starts to grow, then get a hard, clear ooze on the fruit. I need to know what this is and how to cure it before next spring. The tree itself appears healthy, but once the peaches get about the size of golf balls, I start seeing the clear, hard ooze on all the peaches. Some turn brown and die right on the limb while others start to grow but start turning brown within a short time. Are these peach borers? I also get leaves that start to turn yellow. Please help, thank you.
