sago top is leafless and soft with no leaf crown

It was frozen last year but came back out them transplanted to another area and was producing frons but then they all turned yellow so I cut them back and it has never produced another leaf crown and now the top part is mushy to touch and about three row down frome the top what can I do

From your description it sounds as if the plant is past the point of no return. Consider replacement.
