I have a sago palm that is so tall that it is starting to touch the eave of my house. Can it be cut back without killing it?

You can cut back the fronds and it will not kill it but it will make the tree a bit deformed. They cannot grow back fronds that have been cut away. You cannot top the tree, where the top is cut off. This will kill the tree.
