Q.Sago Palm Pups

My concern is that 2 or more of my large (already pruned this year) sago palms have developed so many pups that the pups are preventing the top fronds from opening. ┬áIs that possible? The ‘crowns’ look just as they did when I trimmed the dead fronds.
