I have a sago palm with four branches. It is now developing a fifth. Can I remove that fifth beginning branch without harming the plant? If yes, what is the proper procedure?

Yes, you can. Those are called pups. There are directions on how to do that at the bottom of this article: https://www.gardeningknowhow.com/ornamental/trees/sago-palm/prune-sago-palm.htm
