Sago palm

My sago palm has a jelly like substance on it. Is it alive and can it be saved?

This appears to have suffered severe damage. Cycads will not be able to recover from this kind of damage. It is never good to trim off the dead growth unless there is new living growth to replace it. This is likely dead, or on its way out.
