Sago palm

My sago palm lives out door in frost free Southern Spain, however it only has one tier of leaf growth, whereas others I have seen nearby has several layers of leaf growth, why is this?

Sago palms are very slow growing, so it can take years to produce that second tier of leaves. Eventually a ring of new leaves will appear in the center of the plant.
