Spots on Honeysuckle

I have lots of black spots (eggs?) on my honeysuckle. What should I do to get rid of them, and what are they?

Aphids commonly affect these plants and this is most likely the pest you are seeing. Neem oil is an effective treatment for these pests and quite safe to use, so there’s no threat to other plants, beneficial bugs, pets, or even humans.
