Sago plant fungus

My sago plants are planted in the ground. They get a spongy like “fungus” in the center every year. It stunts the growth. I can spray with water with a high pressure spray water hose nozzle and knock it off. It’s very foamy and tacky feeling. Once I get the “fungus” off it begins to sprout new growth. I noticed about 3 feet away one of the Sago’s was standing in water and yellowing. I transplanted it to a pot and it is growing now. I live in central east Texas. We never know what our weather will be like!!!! Any suggestions as to what this “fungus” is? And how to treat it?

I think you are referring to the sago palm, also known as a Cycad:

Sagos do naturally produce young leaves which are slightly fuzzy, which is natural and healthy. The fuzz will come off as the leaves mature. However, you could be seeing scale insects or mealybugs, which do affect sagos. Here is more information on them:
