Rubber Tree Pruning

I’m looking for a way to prune a rubber tree plant. Can I cut a stalk (branch) down and put in water or soil to root, and which is better. . . water or directly into soil? Also, what about the cut end that will be leaking ‘milk’? I heard if I put wax over the cut it will sprout new growth just below the cut. Is this true?
