Rubber plant care

My (baby) rubber plants leaves have white areas- I have cut the affected leaves off. Will it spread to the good leaves? How do I get rid of it? It also hasn’t grown a new leaf for quite a while… it is on our front patio facing south- no direct sunlight- should it have a pot plate? Or should it be inside to grow better?

It could be Mealybug or Scale pests. It’s difficult to say without an image.
You can treat the plant with Neem Oil.
