ROSES – Have 2 Roses, 1) Shrub; Leaves Holed And Dropping Off? 2) Climbing, Only Flowers At Bottom And Top 1/3rd?

1) Shrub, leaves holed and dying, plant is well fed and sprayed with “rose clear” but appears to be dying?? 2) Climbing, looks healthy but does not flower at all at the middle of the plant??
