Even though you have mild winters in zone 8, it still can get below freezing. You may or may not lose all the leaves depending on the weather. However, the best time to hard prune is right before new growth begins, at bud swell. That is probably in February or March in your area. Transplanting is best done before hard pruning. You can shorten them a little first to make moving easier. In your zone, you could do that in fall. Here is more:
