Rosemary

I have a white mucus that is coming out of the branches. What is it, and is it harmful?

If the substance were powdery in nature, I would say powdery mildew. However, in this case, it sounds more like you have a pest of some kind, perhaps scale, spider mites, or even whiteflies. They can sometimes be hard to see., so check the plant carefully for pests. Spraying it daily for a week or so will help to reduce their numbers and treating the plant with an organic pesticide should finish them.
