Q.rosemary or lavender

My plant is Neighbor says it is lavender with no flowers. Bush is about 16 inches high with about 15-20 vertical limbs. The “leaves” feel oily to the touch and have a very pungent odor. Rosemary or lavender? What do I have?

Both plants have a similar appearance, growing pattern and both plant would have a oily pungent smell and feel.
