rosebush drowned

My huge tea rose bush drowned due to a leaking sprinkler and was cut almost completely to the ground. Now, it is sprouting several limbs a few feet long. Will it ever have roses again? The sprinkler problem was repaired. Or do I face just bare branches forever? I live in the Phoenix area. It was so hardy for 15 years. I have no photo.

If the rosebush was an Own Root rose, then what is coming up is that rose and should bloom again. However, your description concerns me that it was a grafted rose. Meaning that the top desired part of the rosebush may have died, leaving only the hardy root stock that it was grafted onto that is trying to grow. The root stock rose can be very invasive and can take a few years to bloom if at all. I would go ahead and dig such a rosebush out and replace it. If you know the name of the rosebush, I would be willing to help you search for a new one that you could plant there.
