Q.Rose stool partial dead, transplanting rose should I cut off dead part?

Partial stool dead, growing on some, want to transplant new location. Should I cut off dead part.

Not sure what part you are referring to as the stool, but yes, dead or damaged stems can be cut back after replanting the shrub.
