Usually that is caused by either an insect or a rose slug or worm. I would recommend getting some Bayer Tree & Shrub granules or Bayer Rose & Flower Granules. Apply such product per label instructions for roses or ornamental shrubs. I personally like the Bayer Tree and Shrub granules for large rosebushes. They are systemic products that are taken up by the root system. The bugs that feed on the roses or suck out their natural juices may take one more bite but then are done in.
