Some of the coloration mix is normal to new foliage on many roses. However the splotchy looking rust coloration would appear to be the Rose Rust Fungus. The rosebush or rosebushes effected need to be sprayed with a Fungicide for the elimination and control of Rose Rust Fungus. The Milstop is a bit costly but you get alot of it and it works very well on Rose Rust and other fungal diseases, such as Black Spot. If you have other rose growing friends, perhaps they could split the cost and product with you.
