rose bushes and azalias

what is the bug that looks like it leaves a white powdery looking residue and went you try to wipe it off…the white bug will jump.

It is likely a mealy bug but may also be a young spittle bug. I would go with the mealy bugs though.Spraying the bushes with a product called Bug Patrol should take care of them. They had it at Planet Natural on line but if not anymore they do carry some earth friendly and safer pesticides that will help you with the problem.
