Q.Rose Bush Not Blooming

My rose bush keeps growing and putting on new shoots but no buds. I have fertilized and checked it and can see nothing wrong. Watered it also. What ekse could be the problem?

Some types/classes of roses only bloom once (in Spring) but too much fertilizer, too much summer heat stress or too little sunlight can reduce or stop blooms.
