rose bush not blooming

I only get a few blooms when they first start to grow. Then they grow tall and no blooms and the leaves have white spots.

The white spots could be mealy bugs if they move. If the white spots turn into white powdery stuff covering the rose leaves it is powdery mildew. An insecticide spray will take care of the mealy bugs and a good fungicide will cure the powdery mildew, such as Green Cure fungicide.
