Rose bush ( knock -out).

A knockout rose bush has one green leaf ( not growing ) after the winter Blizzard most of the bush was pruned , and one live stem was left .
I planted this rose bush in the fall of 2015, and it grew one or two yellow roses in 2016 .
Should I clear the area of Chives? or dig it up and put it in s pot?
Also I my Peonies didn’t produce any buds?
The Iris grew well ,but the steams fell over after a thunder storm?

Most rose bushes are hybrids that have a large bark like bottom to them. Very carefully take a sharp clean knife and scrap into the bark or dark stem to see if they are green underneath. I’d not, cut that part back. You should however transplant it, if there is still some growth it could be saved. Wait til a cool fall month. Cut back that 1 remaining stem and I would put it in a aeropot. You can look on YouTube about how to make one. The peonies can be snipped back with clean shears and should produce flowers. Cut the flower stems all the way down. It will send new shoots up again.
