Rose bush isn’t re flowering

I have a beautiful rose bush and it did deliver gorgeous silver style roses this spring. After the flowering and clipping, only one branch has a possible bloom and it’s micro scopic. I do have two dogs, but they didn’t effect it last May when I moved in. I didn’t fertilize yet. What product would you recommend?
Thank you,
Jennifer
