Rose bush has multiple brown blisters on stems

My rose bush has had small brown coloured blisters on the stems for a couple of seasons. They can be in clusters and tend to be spread along the stem towards the flowers and foliage, killing everything on the stem as they “go” along. I think the ones farther away disappear and new ones grow closer to the foliage and flowers. They are powdery inside. The leaves start to lighten and turn yellow and die. As the year goes on, the buds shrivel and dry out before they open but right now it doesn’t seem to affect the amount of flowers. Anyone have good news for me, like it’s going to go away tomorrow and my rose bush will be fine?

It sounds like a fungal attack to me. I would spray the rosebushes well with a good fungicide of choice. Do so every 10 to 14 days and it should kill what is there and stop further attacks. I have used Green Cure, Honor Guard, Immunox and Mancozeb on my rosebushes over the years. I currently use Green Cure the most.
