Q.Rose Bush

I have 2 healthy rose bushes growing next to each other. One produces blooms but the other one grows and grows but has no blooms. Any ideas as to what is happening? I have limited skills as a gardener. Thank you.

Make sure the one rosebush is not shading the other as the sun being limited to one rosebush over another can and will effect the performance of the rosebush.
