Sure sounds like deer to me but may also have been elk. There are some products on the market that can be sprayed onto the foliage of the roses that will keep the deer and such away. One that I have heard works very well is called Deer Scram and is available here: https://www.amazon.com/s/?ie=UTF8&keywords=deer+scram&tag=mh0b-20&index=aps&hvadid=3486514340&hvqmt=e&hvbmt=be&hvdev=c&ref=pd_sl_7syd621240_e [1]

You can also set up a motion detector activated sprinkler system such that when the deer come near the garden the sprinklers come on and get them all wet. This will keep them away for a while but may stop working once they figure it out or if the deer are very hungry. Another item is one that shoots an air blast that sounds like a gun going off when motion is detected. This can scare the dickens out of you as well if you forget it is there!

To help the rosebushes recover from the attack stress, water them with some water that has both a good root stimulator and a product called Super Thrive mixed into the same water. Give the rosebushes this mix the next 3 to 4 times they need watering.
