Q.rose and raspberry pests

Something’s eating my raspberry and rose leaves so badly that the majority of them look like lace doilies. (By now, the rose has dropped most of its lace-like leaves, and even the good ones tend to fall off, so it’s mostly bare stems.) I can’t see anything on them other than, intermittently, some aphids, but I’ve been spraying with a soapy water and garlic mixture, which may be helping slightly. Any thoughts about what the problem is and what I should do?
