Root Pruning Crepe Myrtle Tree

I have a container grown crepe myrtle that is about 15 years old. It is kept in our heated garage during cold Illinois winters. There are lots of long roots protruding from the bottom of the pot and I suspect it needs to be root pruned. When is the best time and technique to do this pruning?
