Rhododendron pruning damage

Research indicated that Rhododendron pruning is best in March. We pruned back two of seven large Rhododendrons to reduce overhang of sidewalk and reduce height. However, here in New Jersey this winter (2015) was extremely severe long into April and the Rhododendrons seem not to be budding any new growth. Should we take any remedial action? Can we encourage budding by pruning back more or by cutting notches above lower bud nubs?

Yes, nearly the entire United States suffered below normal winter temperatures, and it was long.
I would not do any more trimming on the plants. Give the plant plenty of time to wake up.
Patience is the advice I can give.
