Q.Replanting Growing Garlic

I have some garlic that’s been growing for 2 years. Should I split the cloves now and replant? Each small clove has a green shoot coming out, probably around 15-20 shoots per clump. Any advice would be greatly appreciated. I’m in SE PA.
