Replanting Growing Garlic

I have some garlic that's been growing for 2 years. Should I split the cloves now and replant? Each small clove has a green shoot coming out, probably around 15-20 shoots per clump. Any advice would be greatly appreciated. I'm in SE PA.

I remember being told to plant garlic between Halloween and Thanksgiving and harvest between Father's Day and July 4. it's always worked for me! the following article goes into more detail:
