Q.Replacing vegetable garden with lawn

Cleared veg garden which then became weed infested. Laid down layers of wet newspaper and weed control fabric over paper. Lifted fabric and weeds appear to be gone. Should I remove newspaper before spreading new topsoil then grass seed or can I leave paper in place to help prevent future weeds. Not sure grass will grow if I leave paper in place.

If you want to plant seed now, I wouldn't leave the paper unless it is mostly decomposed. If not, you would need to wait till it breaks down before planting and that could take a few months.
